In the fall of 2000, a three-member panel of the National Labor Relations Board (“NLRB” or “Board”) unanimously decided that graduate student teaching assistants (“TAs”) and research assistants (“RAs”) at New York University (“NYU”) were “employees” as defined in Section 2(3) of the National Labor Relations Act (“NLRA,” “Wagner Act,” or “the Act”).
